Gunns faces tougher conditions on federal approval for its controversial Tasmanian pulp mill, with Environment Minister Peter Garrett concerned the bar has been set too low. Mr Garrett, who has spent the past few days reviewing an Environmental Impact Management Plan covering the $2.2billion mill, was last night understood to harbour reservations. The minister had been expected to announce approval for remaining components of the EIMP at a press conference in Sydney today. However, The Australian understands he continues to be concerned about the adequacy of conditions laid down by his predecessor, Malcolm Turnbull, and will seek additional measures.
